slight interference with Government orders.

Figures of munitions transported by
the railway for the week ending 23rd October
show a return to normal after the surprising
figures of the previous week. After an
average of 500 tons a week they fell in the
previous week to 20 tons. The present
figure of 154 tons appears comparatively
satisfactory in view of the damage done to
the railway by air attack in the earlier part
of the week.
Copies of the telegram have
already been sent to the other Departments,
and no further action appears to be required.

The Chinese Government are now
investigating the possibility of importing
munitions by motor road via Burma.

I suggest that it might be advisable
to reply to the 0.A.G.'s telegram at 143 in
view of this letter, which agrees with the
feeling expressed here (see 147).
